It appears to be GPLv3-only at first, as there is barely any mention of "or any later version" (the only mention that is in the COPYING file is telling you how to mention it), but if I look at the Debian package it says GPLv3+.
Asking this was suggested by loqs on Arch Linux GitLab.
Which one is it?
