It is in "alpha" stage. No normal Linux distributions shall include it unless they are one of the contributors to such DE.

Adding and maintaining desktop environment support is a huge task. The amount of efforts is already tripled because of MATE and Xfce, I don't see why quadruple it. Especially since Cosmic follows a completely different paradigm to Mint, and would take a lot more effort to make it resemble the current Cinnamon, MATE and Xfce flavors, because it's simply not designed to have that layout. If you like Cosmic, why not just use PopOS?
