Re-Emphasis on a Previous Issue/FeatureRequest (I don't how many times this has been appealed before)

The "cosmetic" view of the panel makes no sense at all. MATE does not have this issue. Considering Cinnamon to be the flagship version of Mint, not having this feature just feels dumb.
Does it cause any distractions? No.
Does it add bloatware? No.
Is is really unnecessary as the devs treat it? I don't think so.
Am I a Windows user that moved to Mint? Yes.
Am I demanding the feature because I want the OS to suit my habits? No.

Give me reasons why this feature is not necessary.
I HATE GNOME, it's just borderline Windows 8. KDE Plasma is inconsistent with its icon placements & also feels sluggish on my hardware. MATE & XFCE are too basic. I need some fancy animations, as I wasn't born in the XP era.
I cannot switch to another distro, I love Mint. It would be much time-saving to have this feature. If anyone has got any other ways to get this working, please tell me. Otherwise I guess we'll have to deal with it... (But I can't switch to another distro/DE so don't tell me to.)
