As far as I am aware, Linux Mint does not have any built-in telemetry — not even the popularity contest (popcon) package from Debian/Ubuntu.
However, since Mint never mentions anything about opt-in/opt-out telemetry in the installer and basically nowhere in the desktop itself, people could imply Mint can have some kind of telemetry somewhere in the system, especially considering that many migrate from Windows.
That said, there's this page in the website that gives guidelines on what Mint thinks about data collection: https://linuxmint.com/privacy.php
TL;DR is: if we don't need to, we don't collect.
But I think this could be made more clearer, both in the privacy section of the site and in the installer, with a simple statement such as:
In regards to the operating system, Linux Mint does not collect any telemetry whatsoever.
Third-party applications that are outside of our control may collect telemetry data,
but nothing built by Mint itself has telemetry.
This could give some people coming from proprietary systems a peace of mind in regards to data privacy on Mint.
