That's very much expected. If you install a theme under YOUR Home directory, the theme only works for YOU. When you open a window as ROOT, it belongs to ROOT. So, you must install and enable a theme as ROOT (Not Recommended), if you want the theme to apply to windows launched as root.
I'd just say ignore that inconsistency. You should not mess with ROOT anyways... |

Hi Linux Mint developers. I’ve noticed an inconsistency in the appearance of applications when they are launched in elevated privileges while using 3rd-themes. While normal apps follow the selected dark mode and system theme, apps run with sudo often fall back to the default (light or Adwaita) theme.
Apps launched with sudo should follow the user’s theme or dark mode preferences, as set in the Themes > Settings section(included a screenshot and a video below for more understandable).
