ability to set timeout for keyboard shotcuts

for example, i have a custom shortcut for super+v, it could be useful to set the timeout, so i can press super, and 3 seconds later, V, and the shortcut will work

It sounds like you might want to enable the Sticky key functionality available under Accessibility in the settings:

This will allow you to pass in a sequence of modifier keys. This does not work for Super only or if Super is first in the sequence, just Alt, Shift, and Ctrl. If you use Ctrl then Super then a key, that will work. I'm not sure about the timeout for the modifier keys but hopefully this is something you can work around.
