Feature Request / Behavioral Change: Window Snapping

I have this option turned on Window Tiling:

With the option turned on,
Current Behaviour: Drag a window to the bottom of the screen. It tiles to the bottom half of the screen. Very nice. Now, drag another window to the top of the screen. It maximizes (also as intended).
Suggested Behaviour: Instead of maximizing all the time, it only maximizes when there's no app tiled to the bottom half of the screen. If an app is already tiled to the bottom half, it then snaps to the top half instead of maximizing.
