Add ability to disable (NOT remove) Cinnamon panels

Currently, the only way to get rid of Cinnamon panels is to remove them, which also gets rid of the customizations, applets, position of the applets added on them.

I'd like to have a way to simply disable the Panels functionality. Disabling it SHOULD make it REMEMBER the panels and the customizations, which will be added back on their respective positions upon re-enabling.
Why this feature? Useful for third-party docks/panels like Plank Dock.

1. You can't drop a file over the icon of a program pinned to the panel to open the file with the program.
2. Fullscreen programs don't allow taskbar interaction
