Windows port build failure: "Package 'ssl' not found in any known library."

I'm certain followed the ports/Windows/README.md instructions: I installed Python (currently version 3.12.9) and Visual Studio Community 2022 with its "Desktop Development for C++" workload. It successfully built mpy-cross, but failed to build micropython at the "Freeze" build step:

freeze error executing "C:\Users\user\source\repos\upy\micropython\ports\windows\\variants\manifest.py": Error in manifest file: C:\Users\user\source\repos\upy\micropython\ports\windows\variants\manifest.py: Package 'ssl' not found in any known library.

I looked and saw the ports/windows/manifest.py file contains just one line:
require("ssl")

Is there an SSL prerequisite not mentioned in the README? (I can import ssl in a python script without a problem.)

The ssl module is a frozen module that originates from micropython-lib which is a submodule.

Did you run make -C ports/windows submodules ?

No, I ran msbuild micropython.vcxproj from inside the ports/windows subdirectory.

So: you need to run git submodule update --init lib/micropython-lib in your C:\Users\user\source\repos\upy\micropython directory.

Just a note that this isn't strictly needed, it can be ran from anywhere
