Do we need admin consent on Files.Read in federated credential

Configured OAuth in the Bot Service using Federated Credentials.

Tested the connection successfully for the scopes:

openid

profile

User.Read

When adding the scope Files.Read, the app is prompting for admin consent.

Issue: Files.Read** **requires admin approval even though other basic scopes work without it.

i can see in my app registration that Files.Read not require admin consent still i am getting admin consent for the popup
