Add option to host & publicly expose the compiled OpenAPI spec at the Mintlify-provided site.

So I can quickly link the OpenAPI spec to LLMs for random development purposes -- LLMs do a lot better with the raw file than trying to crawl the mintlify-provided docs site.

I can pull it from my own repo and provide it but that's less convenient, I'd rather be able to tell the LLM to visit developers.getcensus.com/api-reference/openapi-spec or something like that.
