Internal anchors should be able to mix with tabs and their icon packs

Currently, you can't mix an internal anchor with tabs. Your only choice is to use "global" anchors, hence, referencing an external URL to your docs. This isn't great, as it limits the capabilities of what an anchor is.

Also, the icons used in an anchor aren't consistent with the ones in a tab. Meaning, if you choose to adopt the global anchors, your icons won't match.
