Ability to toggle accordion pages in sidenav to collapse by default when clicking off

Currently accordion/drawer sections stay collapsed even when you refresh the page or click to a different page. This leads to busy side navs if a user has been using the docs for extended periods of time. If we can toggle this behavior to be the default, we can reduce this pain
