Moving nix-jetbrains-plugins to nix-community

Hi! I created a repository that contains all plugins for all Jetbrains IDEs: https://github.com/theCapypara/nix-jetbrains-plugins

It has a similar purpose to nix-vscode-extensions, just for Jetbrains IDEs.

I'd like to move this repo here.

We are also currently considering dropping plugins from nixpkgs itself (it contained a few) to make maintenance easier over there, then I think having my repo in the community org would be even more important.

After the repo is transferred I'll restore you permissions on the repo, github usually downgrades them during the transfer.
