无法安装 nb-cli

请确保使用64位python3.10，或者降级至python3.9，你没有命中wheel安装。可以在 https://pypi.org/project/httptools/#files 查看支持的平台

使用了python3.10.2 64位 降级成3.9.10 没有问题 经测试3.10.1也没有问题
