How to handle the circular deadlock problem

Multiple cars form a ring, how to deal with this deadlock, are there any solutions?

One possible solution is to define that area as a block in the plant model, allowing only a single vehicle into the area at the same time. Another is to implement a scheduler module (see the Scheduler.Module interface in the API documentation) that prevents a vehicle from entering an area if there are already too many vehicles in it.
