NIST 800-171 Compliance?

Does anyone have any input regarding using OpenBao in an HPC setup that is being used in a DOD CMMC NIST 800-171 environment? From what I've read it is FIPS 140-2 compliant, but it really depends on the overall architecture how it's implemented and used. As far as I know the standard is less about the tool and more about the overall architecture, and how something like OpenBao would be used for key management. Just curious if anyone has experience with using OpenBao in a DOD NIST restricted build.
