Accrescent behind on 2026.01.16-8-android release, also GitHub Actions Bot not announcing releases?

1. I noticed that the GitHub Actions Bot hasn't been making any posts after a release since November 2025.
2. Organic Maps is behind again on Accrescent, specifically for 2026.01.16-8-android, since it's been about 5 days since the website has also announced this release.

I didn't want to open a new GH issue on the same matter, since #10885 has been closed.

Thanks for reminding, we didn't publish the update because of some issues discovered by users. Now it's in pending Accrescent review state.
