cndi E10 - Could not create staging directory

The cndi cli exits with error code 10 when it is unable to create a staging directory for use during execution. This directory is created generally in "$CNDI_HOME/.cndi/staging/$NOW", or ~/.cndi/staging/1684191133954 for example.
