Add a Windows Server 2025 image for portainer/portainer-ce

I tried to run portainer/portainer-ce on a Windows Server 2025 in process isolation mode. This is not possible, because there is no image that is base on a Windows Server 2025 image.

Please provide an image base on Windows Server 2025 on Docker Hub:

Describe alternatives you've considered

I was able to create an image by my own. More details are here:

But it would be great if you support Windows Server 2025 by our own.
