Add the ability to filter the Ownership column in datatables

problem

1. ACL in Service Details view
   Now I have 61 Services running，and I want to restrict so many services's ownership to 4 teams. Sadness to say, I have to do it one by one(locate the service, jump to Service Details view, change the ownership, apply).
   When service A1 to A9 deleted and then recreated, I have to repeat the ACL operations 9 times.

2. Filter in Service List view
   I want to find which service is still in Public status, so I sorted on Ownership column, but it's hard to locate the resource when I have a lot of services, so I think, a filter option is needed here. Additional, maybe the text on column Ownership should display which team have this resource, not just restricted

expectation

1. Bulk operations need when restrict selected services to a team
2. Add a filter on column Ownership in Service List view

That being said, I'll keep this issue open to track the addition of a filter to the ownership column.

Next time please open different multiple feature requests (and search for existing one too ;-))
