Interactive / TTY does not attach

Bug description

When creating a interactive / TTY container that demands immediate interaction, Portainer does not attach when the container is deployed.

Expected behaviour

When interactive / TTY is selected the container should immediately be attached or, the container output should be cached.

Steps to reproduce the issue:

1. create a container: gitlab/gitlab-runner
2. command: register
3. mode interactive / tty.
4. deploy the container.
5. Attach to the container.
6. Press enter

Observe that, when registering a runner, the first prompt should be for the instance URL. The first prompt portainer displays is for the ci-token - gitlabs 2nd input.
