How to configure postcss.config.js?

There seems to have two styles:

export default { plugins: { '@tailwindcss/postcss': {}, }, } 

export default { plugins: ["@tailwindcss/postcss"], };

But I cannot find any documentation about how to configure postcss.config.js.

It is better to ask your builder docs because each builder has some small changes.
