Treat CLAUDE.md, AGENTS.md, etc. the same way as README.(q)md files

Description

Currently, README.md and README.qmd files found in a Quarto project are not rendered.

Should files used by LLM agents (CLAUDE.md, AGENTS.md, etc.) also be excluded from rendering by default?

@fmichonneau Did you try 1.9 pre-release or look at the changelog?

(#13907): Ignore AI assistant configuration files (CLAUDE.md, AGENTS.md) when scanning for project input files and in extension templates, similar to how README.md is handled.
