what is the best way to deploy separate applications (pages) ?

I want to know what is the best way to maintain a single code base and be able to deploy different application version that have different pages in them.
for example,
app 1 should have pages 1,2
app 2 should have pages 3,4 ...

in development all pages are accessible, but when deployed what is the best strategy to build the app in the above specified way such that the builds have only the specifed pages in them
