Regolith Desktop 3.3 released 🎉

The Regolith Desktop 3.3 has been released for Plucky, Nobel, Jammy and Debian Bookworm. Debian Testing also updates to the 3.3 version, however there is no official release.

A special thanks to Regolith project member @khos2ow for completing a large refactoring of the build system that provides a better user experience and is more uniform with Debian packaging conventions.
