Changing notification systems for Regolith 3.0

I saw in the docs that there's a guide on removing notification systems but that appears to be from Regolith 1.6.

When I do the same thing with Regolith 3.0 apt wants to remove half the Regolith packages:

$ sudo apt install install notify-osd

Hi @davewongillies , yep looks like you found an issue in the package model for the sway session. This hard dependency should not exist: https://github.com/regolith-linux/regolith-wm-config/blob/main/debian/control#L48
