Can no longer swap windows with super+M1

Hello, I'm on Regolith 3.0 Ubuntu 23.04 and at some point I lost the ability to do super+M1 to swap the places of two windows (programs). Instead of swapping the the position it just drops the dragged window next to the target window. If I can get any tips of places to start looking I'd appreciate it.
