"I think" I wanted to report a situation that it doesn't work. In particular with Renovatebot, I think

We have a "workaround" like

Bundler.settings.temporary(frozen: false)

but on CI that that script is not invoked, this workaround does not get applied - hence it does not work.

Yeah, sorry for the delay. In principle, a local .bundle/configfile should take precedence over ENV, but a global ~/.bundle/config should not.

If this is working differently, it's unexpected, yes.
