Investigate lowering the default setting for "dfs.datanode.network.counts.cache.max.size"

Context:

Until this hits an official release, we might want to lower the default value for this setting to something more sensible on our end, in order to avoid the effect stated in the chat.

If we do this wo should also add it to our docs somewhere.
