Enable Silencing of Handshake Tracing #372

Is your feature request related to a problem? Please describe.
When using OTEL to view MongoKitten traces, results for MongoKitten.Handshake are extremely noisy and in many use cases provides little value. It would be helpful to have a toggle to disable this functionality.
In order to not repeat #371, this functionality should ideally be accessible for clusters too (which is likely the main culprit of the spam).
