Expand mini-challenge-1 scope to include comprehensive host optimization (network + storage tuning)

- Rename from 'Host Network Tuning' to 'Comprehensive Host Optimization'
- Add storage I/O tuning as primary focus alongside network tuning
- Update Capability Summary with broader scope (network, storage, CPU, memory)
- Expand Overview to clarify full-stack approach (sysctl, qdisc, ethtool, storage I/O scheduler, NUMA affinity)
- Update Capability Tracking Table to reflect combined scope for MC-1 and MC-2
- Expand Objectives with storage tuning goals and metrics
- Add storage baseline, storage I/O scheduler selection, and NUMA affinity exploration
- Add Primary Storage Metrics table (read/write throughput, IOPS, latency, scheduler utilization)
- Update Cost-Benefit to include storage tuning tools (fio, iozone) and storage expertise allocation
- Expand Team section with dedicated Storage Proponents at each site
- Allocate storage tuning responsibilities and effort estimates (~5-6 hours per site)
- Add storage testing phases to Procedure (Phase 1-5 now include storage baseline, tuning, testing, assessment)
- Update Evaluation Criteria to include storage I/O improvement targets
- Document storage testing expectations (fio benchmarks, scheduler comparison, NUMA affinity impact)
