Many false positives with highway=proposed

In my city there are many addresses with streets that don't exist yet but they have names already and there are plots of land designated for streets, so they are added as highway=proposed.

Example:

however https://www.openstreetmap.org/way/403125932 is not yet built.
(note tag here says "There is only a nameplate, the road is not there, the area is overgrown")

Would it be possible to add highway=proposed to other used highway values?

Because this is an error I can't anyhow correct.
