"incomplete" filter not working correctly on https://nsi.guide/ ?

If I understand correctly¹ what it should do, "incomplete" should mean that the "has a wikidata tag and at least one logo" condition was not met. IOW, that the entry lacks either the wikidata, or a logo, or both.

However, for country HR fast foods, it lists three entries (ikeabistro-e746e6, ikearestaurant-310c78, and oakberryacaibowls-5bb50d), all of which have both brand:wikidata and at least one logo.

Is that a bug, or my misunderstanding of what "incomplete" checkbox should do?

FWIW the other state seems to be working fine, my Liquid Laundromat:
liquidlaundromat-cfb67c

Shows up correctly as incomplete and doesn't break if I change to a part of the tree, add a country code or search text.
