feat: Re-generate license classifications

This brings in the following changes:

1. Recent renaming of the category 'contributor-license-agreement' to
   just 'cla'.
2. Recently added licenses in ScanCode licensedb.
3. The `isException` flag has been set upstream for
   `MPL-2.0-no-copyleft-exception`, so it doesn't get imported anymore.
4. Recently ScanCode licensedb added SPDX license IDs to several
   licenses which now use that ID instead of a `LicenseRef-*`
   identifier.
