Apply for registered trademark with LF

Seeing ORT is becoming more popular and people building project on top of it I believe it would be good to put in some better protections in place for the project name OSS Review Toolkit, ORT and its logo. We can easily do this via the Linux Foundation and then we would fall fully under https://www.linuxfoundation.org/legal/trademark-usage.
