Break up decoders into many different files

@atomicturtle had this done for the RPM and I would really like to see this ported in the source release for 2.9. This way we can get that much closer to releasing the same code and features.

I realized that rules XML files in some cases also have more than one root
element. Would it makes sense to do the same for rules then?
