Review users with admin role to osv-schema project

We currently don't meet the requirements set out in the 'Credentials are provisioned with minimal permissions.' section of the [TAC Security Baseline Once Sandbox](https://github.com/ossf/tac/blob/main/process/security_baseline.md#security-baseline---once-sandbox). Adjust the roles so we meet that requirement.
