Update GitHub pages template

As mentioned in today's meeting, Jeff asked if we would like GitHub Pages template updates applied to the Baseline content (header & footer with logo, etc). We would.

I started work on this but ran into some issues. The jekyll theme this project is using is different than the one we are using on others in the openssf universe and a first pass at attempting to merge things together didn't go so well.

Going to wipe out the local branch I was working from and try again with a clean theme install.
