Add references page for control implementation

In discussing #302 today, we agreed that it's easier for people to work with 2+ references, especially for the OSPS-DO-* controls. So we will start a references page with listings of real-world examples that we, as Baseline maintainers, feel would fit the controls (even if the project does not pursue Baseline)
