Add AI Summary/Assistant to Working Group meetings

Since all WG meetings are recorded, I believe we should be leveraging AI to summarize meeting notes/next steps/owner and any action items. Scribing seems to be a task that could be easily handed off to AI. This could enable a standardized output format that members could leverage to build an OpenSSF agent on top of. Since so many working groups have overlapping interests, meeting note summaries and building future agendas might help drive the right members to join the right meetings versus the watching of multiple slack channels.
