Support for ARM machines in the helm chart

Running the spire operator daemonset on an arm64 cluster results in this
`exec /opt/spire/bin/spire-agent: exec format error`

its pretty simple, the images should be built in parallel on an arm and amd machines simultaneously and then the two images being put into an image manifest
