`octl update` always downloading

Bug Summary

octl updateis always downloading new version even if up to date

Steps to Reproduce

1. Check version with octl --version
2. Run: octl update

Expected Behavior

When octl is already up to date, I want it to say so and not download or update anything.

Actual Behavior

octl always updates, no matter what.
