Missing Dismiss button for Notification modal

There's no "Dismiss" button for this modal, even though there is a notification in the settings page for it:

Just for context, I do not use MacOS notifications for anything except being paged and getting schedule reminders, I don't want Telegram notifications because I just read them whenever I can. The fact that I get pushed every time to enable them when I simply don't want to consent to notifications is really bothersome, and I just want to dismiss this.
