Description
The layout on Home landing page changes during loading.
Initially, the map is at the top of the page, then the page "jumps" (presumably as React bootstraps) into alignment while the banner slowly loads.

I think we need a non-React "skeleton layout" here at least above the fold. - it's fine for images to take a few seconds to load, but we don't really want the page to change a ton.
