Adding variable without any tasks

Steps to reproduce:

1. go to the studio
2. create a new workflow
3. add variable: "myVar", 14, PA:Integer (yeah, you have to specify the model of the variable)
4. click add

You see the error saying that At least one task must be defined, however, we should not see this error because we are not submitting workflow yet.
