Implement support for remaining "SecRuleRemove" directives family in libModSecurity

SecRuleRemoveByID is known to be implemented and working well but SecRuleRemoveByMsg and SecRuleRemoveByTag are not yet implemented.

Nowadays this directives are not being handle and cannot be used from Nginx at current branches.
