[libcxx] [test] Extend mingw workarounds for armv7/aarch64 too (llvm#136419)

This would be more convenient, if ADDITIONAL_COMPILE_FLAGS(target=...)
could be set with a regular expression, just like within e.g. XFAIL
lines.
