Support removal of `baseUrl`

I second this, currently have to do:

Because oxc-resolver is unable to resolve using auto when baseUrl is removed (because oxlint-tsgolint was warning/complaining about it)

auto wasn't working as intended because it did not take files, include and exclude into effect. I have to expose the new resolve_file API on the node.js side to make it compatible with tsc.
