#2243 plumbed through measurements for Gimlet; however, Cosmo also has this in the registers debug_ctrl_sp5_dbg2_toggle_counter and debug_ctrl_sp5_dbg2_toggle_timer. I really could have used parity to help understand some issues. I've been seeing while debugging.
